Barney L. Knight Texas CPM Scholarship
About the Scholarship
The Barney L. Knight Texas Certified Public Manager (CPM) Scholarship is an annual $4,865 tuition scholarship awarded to a member of the Texas City Management Association. It provides a full tuition scholarship to the Texas CPM Program, which is sponsored by the William P. Hobby Center For Public Service at Texas State University-San Marcos.
The entire Texas CPM program consists of approximately 21 days of courses on finance, personnel, management information systems MIS, and other topics. Classes are offered periodically on the campus of Texas State University-San Marcos, and at many other locations throughout the state. The Texas CPM program requires a considerable commitment of time and study: 1 to 1-½ days per month for a total of 14 to 21 months. Successful graduates of the program earn the national designation of Certified Public Manager and are eligible for college credit from Texas State University-San Marcos.
Covered Costs
This scholarship covers the cost of tuition, fees, and materials. It does not include travel or lodging expenses. The tuition grant is active for a maximum of five years and only as long as the recipient is a public sector employee in Texas. (CPM) participants are encouraged to complete the courses as quickly as possible.
Application Process
Please complete the application form, attach a current résumé with work and educational history and a letter of application, and mail to the address given on the form by the date indicated on the form. The TCMA Membership Committee is charged with reviewing applications and making a recommendation to the TCMA Board. The scholarship award announcement is made in the spring.
About Barney L. Knight
Mr. Knight is a friend to TCMA and graduate of Southwest Texas State University. He served as city manager of Temple and deputy city manager of Austin. Throughout his career, Mr. Knight has also served as a city attorney, and he is currently an attorney in private practice with an office in Austin. Mr. Knight holds B.A. and law degrees from The University of Texas and a master's degree from Southwest Texas State University (now Texas State University).
