Position Descriptions

The Texas City Management Association (TCMA) Executive Committee is comprised of the:

  • President
  • President-elect
  • Vice president
  • TML Board representative
  • Immediate past president

Article 13 of the TCMA constitution grants the TCMA Executive Committee the … authority to act for the Board of Directors at intervals between meetings of the Board provided all actions taken by the Executive Committee shall be reviewed by the Board at its next meeting.

Members of the TCMA Executive Committee are encouraged to attend regional meetings of TCMA. To facilitate this, the TCMA Board has included funding in the current year's budget to reimburse reasonable travel expenses associated with attendance of regional meetings (other than the member's own region).

Annual Process

Annually during the budget process, the TCMA Board reviews the goals of the current strategic plan to ensure adequate funding is available to address these priorities. It is the responsibility of the TCMA Board members to ensure these goals are addressed at the region, committee, and Board meetings. A final report is compiled at the conclusion of the fiscal year indicating how each goal has been addressed. TCMA Board members are encouraged to provide input that can be used in the development of this final report.

The president shall chair the TCMA Board. The president assigns the vice chair of each of the standing committees. 

Task Forces

The president may appoint additional task forces as he/she deems advisable. The creation of said task forces shall be subject to the approval of the TCMA Board, and the term of these ad-hoc task forces will end at the conclusion of the current president's term unless extended by a vote of the TCMA Board.

Ex Officio

The president shall be an ex officio member of all TCMA committees and task forces. On behalf of TCMA, the president shall be the association's spokesperson to the media and the official liaison to the International City/County Management Association (ICMA).

Length of Term

 In order to more efficiently utilize the TML staff, directions for staff actions will be coordinated through the TCMA president. The term of office for the president shall be one year.
